Supply and delivery of replacement clarifier systems for Laie WRF

The City and County of Honolulu is procuring replacement clarifier systems for the Laie Water Reclamation Facility; the package specifies WesTech CLS25 units, 316 Stainless Steel construction, a one-year warranty, and delivery within 150 calendar days from the Notice to Proceed

The City and County of Honolulu Department of Environmental Services is initiating a procurement to replace primary mechanical settling equipment at the Laie Water Reclamation Facility. This solicitation asks contractors to furnish and deliver complete clarifier systems designed to remove settleable suspended solids as part of the facility’s secondary treatment train. The document emphasizes compatibility with existing site conditions, strict material standards, and regulatory vendor qualifications.

The intent is practical and specific: supply turnkey clarifier assemblies that integrate with the plant’s current infrastructure without requiring building or structural alterations. Bidders should be prepared to supply all mechanical assemblies and subcomponents, ensure interchangeability with current connections, and provide documentation demonstrating that supplied equipment meets performance expectations. The contract also sets warranty, delivery, and compliance obligations to protect the owner and ensure reliable operation.

Scope of equipment and major assemblies

29-foot clarifier system

The package requires a 29’ diameter clarifier system from the specified manufacturer with model designation WesTech CLS25. The unit must include two complete drive units with motor and torque ratings that satisfy the plant’s mixing and rake-turning needs, an influent system consisting of a feed well and distribution piping, a sludge collection system with a central shaft and rake arms, a scum skimming system featuring skimmer blades and assemblies, and an effluent system including weir panels and baffle panels. Materials, fasteners, and exposed hardware must conform to the 316 Stainless Steel specification where applicable to resist the facility’s corrosive environment.

36-foot clarifier system

The procurement also covers a 36’ diameter clarifier system, likewise specified as a WesTech CLS25 unit. This larger clarifier is to be supplied with one appropriately rated drive unit, and includes the same family of mechanical subsystems found on the 29’ unit: sludge collection and scum skimming systems with comparable design and materials. As with the smaller clarifier, all wetted and exterior components must meet the 316 Stainless Steel requirement and the complete assembly must be compatible with the facility’s existing mounting and process interfaces.

Material standards, integration, and warranty

All supplied equipment and related parts are required to be fabricated from corrosion-resistant materials; specifically, applicable components must be 316 Stainless Steel. The contractor must ensure that any customizations or field modifications implemented to satisfy the technical specifications do not compromise equipment function or longevity. The contract mandates a minimum one-year warranty against factory defects, which should cover repair or replacement of defective components discovered during normal operation. Documentation describing warranty terms, recommended spare parts, and maintenance guidance must accompany the shipment.

Delivery, place of performance, and bidder obligations

Delivery terms are FOB destination to the Laie facility with a strict performance timeline: shipments must arrive within 150 calendar days from the Official Commencement Date shown in the Notice to Proceed (NTP). The designated place of performance is the Laie Wastewater Reclamation Facility at 55-280 Kamehameha Highway, Laie, Hawaii 96762. The contractor is responsible for coordinating delivery logistics, offloading, and initial placement in accordance with site rules and owner directions.

To be eligible for award, bidders must be registered as Compliant on the State of Hawaii Compliance Express System or must provide required tax clearances and certificates before contract execution. The contractor must also certify that any adaptations made to meet the detailed specifications will not degrade product reliability or plant performance. Final acceptance will follow verification that equipment meets the specified construction, material, and operational requirements.
